It would be rather like saying "He filled and kicked the bucket" to mean "He filled the bucket and died. This has been the case before and after the passage of the Bill. People holding the latter may keep a firearm in the home or at the office, but may not bring it to another location. Conservative states have rallied around the idea of gun ownership as a personal right, while liberal-leaning states have focused on the safety of its citizens. If "bear arms" means, as we think, simply the carrying of arms, a modifier can limit the purpose of the carriage ("for the purpose of self-defense" or "to make war against the King"). The Supreme Court can decide to deny such a process, meaning that the decision made by the previous court stands; if it does decide to hear the case, there will be a justice writing the majority opinion, one writing the minority opinion, and perhaps justices writing concurrences to explain where they stand on the issue. And further, that ordinarily when called for service these men were expected to appear bearing arms supplied by themselves and of the kind in common use at the time.
